Now Samuel did not yet know the LORD, neither was the word of the LORD yet revealed unto him. (1 Samuel 3:7)
He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost. (Acts 19:2)

The Holy Spirit in His manifestation of Power is available to all who believe

In the Old Testament, God chose specific people like kings, prophets, and judges to carry out His work. However, in the new administration of the church, God makes His gifts and the anointing of His Spirit available to all believers. The Holy Spirit's Power is available to everyone who believes, and it's the purpose of God that all believers receive the move of the Holy Spirit to be a useful instrument to the Lord. However, many believers lack that experience, that impartation, that Power of the Holy Spirit, and many churches do not teach believers how to enter into that blessing of the Holy Spirit-filled life. It's possible for one to have received Christ as Lord and Savior but not be baptized in the Holy Spirit, and it's possible to have the Holy Spirit but not have the Pentecostal experience of the baptism of the Holy Spirit. Therefore, it's essential to seek and ask the Lord to fill us with the baptism of the Holy Spirit. Read more...

John Stanley: What does Dr. Miranda mean, when he writes:” it's possible to have the Holy Spirit but not have the Pentecostal experience of the baptism of the Holy Spirit. ”?
Hi John Stanley. When Dr. Roberto Miranda mentions having the Holy Spirit but not having the Pentecostal experience of the baptism of the Holy Spirit, he is referring to two distinct aspects. Firstly, when a person believes in Jesus Christ as their Lord and Savior, the Holy Spirit comes to dwell within them. This is the indwelling of the Holy Spirit, which occurs at the moment of salvation. It is the Spirit of God working in the life of the believer, empowering them, guiding them, and producing spiritual fruit in them. However, the Pentecostal experience of the baptism of the Holy Spirit is an additional encounter or filling with the Holy Spirit that can happen after salvation. It is often characterized by an overflow of the Spirit's power, resulting in spiritual gifts being manifested, such as speaking in tongues, prophecy, or other supernatural manifestations. This experience is often sought and received through prayer, seeking God's presence, and being open to the fullness of the Holy Spirit's work. Dr. Miranda emphasizes the importance of seeking and receiving the fullness of the Holy Spirit's power in our lives, beyond just the initial indwelling. He encourages believers to pursue the Pentecostal experience and allow the Holy Spirit to work in and through them, equipping them for greater effectiveness in serving the Lord. I hope this explanation clarifies the meaning behind Dr. Miranda's statement. If you have any more questions, feel free to ask!
